Change an eALP Project

As an Airport Sponsor or Multiple Airport Authority, you can change an existing eALP project from the Projects menu bar, or from the eALP Projects pane on the Airports GIS Home page.

  1. Select your Airport from the drop-down list.

  2. Click Next.

    The system displays the project type form.

    The user has the option to either select revision to Current ALP or the Correction button.

  3. Select the revision button and click Next.

    Note: Selecting revision to the current eALP updates the middle character of the version number in the eALP version history table for the project. The version number listed under the Current Official eALP on File Table cannot be updated unless all eALP changes are complete.

    The system displays the project data form.

  4. Fill in the relevant fields (AIP Grant Number, NRA Number, PFC number, and ACIP Order Code) and click Next.

    The system displays the change eALP confirmation form.

  5. To correct or adjust any previous choices, click Back to access previous forms.
  6. To complete the process click the Submit button.

    The system assigns a project number to your revised eALP project. It also shows the Project Summary page and your next action.

    (The following sample eALP Project Summary page of the ABQ Airport is for demonstration purposes.)

  7. To make a correction to an existing eALP select the Correction button on the project type form like in the example below:

  8. To proceed click the next button.
  9. Note: Selecting the Correction button updates the last character of the three digit version number in the eALP version history table for the project. The version number listed under the Current Official eALP on File Table cannot be updated unless all eALP changes are complete.

    The system displays the project data form.

  10. Fill in the relevant fields (AIP grant number, NRA Number, PFC number, and ACIP Order Code) and click Next.

    The system displays the change eALP confirmation form.

  11. To complete the process click the Submit button.

    The system assigns a project number to your corrected eALP project. It shows the Project Summary page and your next action.

  12. Once you have selected your eALP project type (Correction or Revision), proceed to the tab.

    The system displays the Add/Modify Features page.

  13. Follow step 1 by clicking the hyperlink to Select eALP Features.
  14. Select the eALP features you wish to add or modify like in the example shown:

  15. To proceed select the button at the bottom of the page.
  16. Enter comments for each of the selected features and click Submit.

  17. Proceed to step 2 by clicking the hyperlink to Upload eALP Features.

    The system displays the eALP File Upload page.

  18. Fill out all mandatory fields.
    1. Indicate which Advisor Circular your survey file complies with. Choices are 150/5300-18A or 150/5300-18B.
    2. Click BROWSE to locate and select the survey file to upload. A survey file must be a zipped file.
    3. Select the survey file format. For example, Autocad DWG/DXF.
    4. Select the appropriate State Plane coordinate system. For example, MD83F (NAD83 Maryland State Plane Zone, US Foot (EPSG #2248).
    5. Mark the check box if your data complies with AC-150/5300-18. Otherwise specify the horizontal and vertical values as feet at 95% confidence level.
    6. Optional. Enter a Description in the box.
    7. Click Submit to start the uploading and automatic validation.
  19. Note: Upon upload the system extracts the data and transforms in into airport features. The system then validates that your airport feature specifications comply with AC150/5300-18A or 150/5300-18B. During automatic validation the eALP File Details page shows you the progress of the transformation and validation.

    When finished, the system displays the eALP File Details page. You can click the tabs for a Validation Summary or Validation Errors report.

    Note: The Validation Summary tab displays overall errors detected during validation.

  20. To see detailed errors click the Validation Errors tab where you can select a detailed explanation for each error of each feature.

    Note: If necessary, go back to your eALP file, fix the errors, then re-upload your file for validation. You may have to repeat the Re-Upload eALP File/Change eALP Parameters action more than once.

  21. Complete step 3 by entering and submitting all of the data table elements.
  22. Complete step 4 by entering and submitting Part 77 data.
  23. When steps 1-4 are complete, you can click step 5, Mark Assembly as Complete and submit the changes.
  24. Once you are finished with the upload and validation, select the Mark upload complete hyperlink.

    The system will assemble the eALP for the subject project and the button will be accessible in step 3.

  25. To complete step 3 click the button to confirm and complete.

    The following dialog box appears:

  26. Enter a comment and press the Submit button.

    The system displays the remaining ADO and Region tabs when complete.

 

Role as FAA Approval Authority

The and tabs are now available for the FAA Approval Authority to review and approve the eALP change.

The system displays identical screens for the FAA approval authority at either the ADO or Regional level. The example displayed below is at the ADO level.

  1. Upon completion of the review the FAA Approval Authority may click the Submit button.

    The system displays a dialog box shown in the example below:

  2. Enter a comment and click the Submit button.

    The system displays the Review and Approval page for eALP approval and signing:

    Note: The FAA Approval Authority can select the Approve &Sign eALP Version or the Reject eALP Version button.

  3. To approve and sign an eALP version click the button.

    The system displays the dialog box shown in the example below requiring an eALP approval letter to be uploaded.

  4. Upload the eALP approval letter and press the Submit button.
  5. To reject an eALP version, click on the button.

    The system displays the dialog box shown in the example below to confirm the rejection:

  6. Provide a comment and press the Submit button to reject the eALP version.

Version Table

  1. To view the different versions of eALPs listed for an airport in the system, click on the tab.

    The system displays the version tables for the airport selected.

    The user can few the different versions of the eALP by viewing the version number.

  2. Click on the button to remove the version table from view.
