According to AC 150/5300-18B, metadata must comply at varying levels:

At the project level, certain metadata elements such as submitter name and organization, date of submittal, and accuracy must comply, because they are entered into the FAA Airports-GIS web site.

At the data set level, some elements of metadata reflected in the Geodetic Control, Imagery and Survey & Quality Control Plans must comply.

At the feature level, attributes such as Status, Alternative and, as desired, Description can carry additional metadata.
